It wasn't a mistake, the episode was before they introduced kyoshi. Everytime they showed statues or images of past avatars if it was before the story mentioned past life's the statues are wrong. Eventually they created a guide so they could get it right, but remember it's supposedly 10,000 years so odds are thousands of avatars are either missing or wrong.

It was a fire temple biased towards fire bending. There were probably only statues of fire benders. Arguably Roku's biggest mistake was his preferential treatment of the fire nation.
