as a former educator... I will 100% suggest that you request a 504 plan and within that plan state that the hoodie is necessary as a calming mechanism for any potential or possible anxiety issues take her to the doctor and have them write up documentation to present to the school stating that the hoodie is a "medical necessity" because they cannot deny that. IF the principal should happen to deny the 504 plan, or decide he isn't willing to comply with the documents and requests, call your local news and have them run a story on it. because no school wants to be on the news for something negative. I'd also see if other parents would be interested in sending their kids to school in the same type of hoodies....

I worked with lots of principals over my years as a school employee. No principal would leave that message. He or she would know that the superintendent, school board, and tv stations would be called immediately.
