Did Napoleon choose not to command this third attempt at taking Portugal because of the risk of failure? I understand that Messina was competent and if I remember rightly, he had a much smaller army than originally planned.

Wasn’t Wellington‘s campaign in Portugal famous for being extremely well financed the side from very organised? Logistics may seem boring but wins wars.
