It probably cost them more for the package than it did for the chips. Frito lays needs to try to figure out a way to sell you the chips without the package they could double their money that way.

I got a family sized bag of Mission tortilla chips delivered from Kroger. It had a clear section on the bag so you could see the chips. Just by looking at that you could see that the bag was only half full. Giant bag, only filled halfway at most.
