Studying this now, I wish he was (I’m black and appreciate seeing us hold important historical roles) but he was fully Greek. The 300 is completely unrealistic, both the comics and movie. There is no evidence suggesting him being mixed with any African. The skin tone in the depictions is a result of the technique called black figure pottery (as opposed to red figure). It’s only a matter of negative space and limited resources.
