Could you weld a section of chain from each shank to the frame. That way if the bolt breaks hopefully it’s still there waiting for you.

is the shank of the bolt through the cultivator shank and spring mount? maybe a longer bolt with more of a shank, and then a spacer bushing ontop to waste some length will be the fix. then you have full shank bolt through it instead of it breaking right at the end of the thread.

if you gonna upsize all those holes like that treat yourself to a fluted car reamer. makes the job way easier. standard way i hand drill holes in my welding shop now, start with a 1/4" bit and work my way through the reamer set till the holes big enough.
