Mind you “fish police” are just people who actually care about the quality of life for the fish. They’re not doing or saying anything bad. Just like you care about your cat, you should be able to provide the proper care for your fish.

Might I suggest a small school of neon tetras and maybe some cherry shrimp? they're smaller and less waste load in the water (Goldfish produce a lot of waste) and the shrimp will help keep it clean. some plants in the water, even some with just their roots in the water, will help keep everything in balance as well.

the fish police is right. maybe you can search for fish that need less space. goldfish need a lot. most fish do but there are better choises. or maybe something like shrimps, so your cat can stay enjoy it.
