She is really smart but the shows purposefully express how she struggles when it comes to understand humans and humans emotionals choices. She failed with Goldokin and Homelander.

She has huge iq but that doesn’t mean she can’t make mistakes like underestimating how important love is. She works on logic and numbers. Soldier boy giving the v1 to Homelander because he loved Stormfront and she loved Homelander is not something she would expect or predict

That was the point. She is pretty smart, but awful reading humans motivations, because she barely is one of them. She despised everybody and doesn't understand human psique. That's why she failed about Soldier Boy. However, her plan of provoking the armageddon and living alone in a bunker is pretty lame and basic.
