Contrary to the comments- a police officer can 100% engage a traffic stop by using hand motions and issuing commands while outside of their vehicle. It’s no different than a DUI checkpoint. If they motion you to stop it is considered a lawful order.

You can't officially stop somebody without your lights being on. You standing in the road. trying to flag somebody down does not constitute as a stop.
