She’s right: In the U.S., usually no. A passenger generally does not have to give ID during a normal traffic stop unless:
* They are being lawfully detained or arrested.
* An officer reasonably suspects they committed a crime.
* A specific state “stop and identify” law applies.
* They are driving instead of just riding.
In Michigan, passengers normally do not have to provide ID just for being in the car if they aren’t suspected of wrongdoing. A passenger can ask, “Am I being detained?” If the answer is no, they can usually refuse ID and stay silent.
