Wait...so this POLICE OFFICER just said if a crime did not occur in his presence, where he witnessed it, he can NOT arrest or charge the person with the crime, even if it's on camera? Think about what he said. That literally means that if a police officer didn't witness a robbery, SA, or murd3r or any other crime, people can NOT and will NOT be arrested for it in Kentucky!!! Yet 2 officers physically broke up the attack on Kaitlyn and they aren't doing about it?
