Windows PCs reserve bandwidth by default, typically up to 20% of your connection, for QoS (Quality of Service) tasks like Windows Updates and VoIP, but this does not mean it is always unavailable. This reserved bandwidth is available to other applications if no high-priority tasks are active, and in many scenarios, the PC can still utilize 100% of your internet bandwidth.

Did the first test on the phone, edited the group policy, did another speed test on the phone. How is no one else picking up on these subtle issues? 20% bandwidth reservation will not give you such a huge difference in speeds.
