The series is directed by Shinsuke Sato[en], who also became one of the screenwriters along with Yoshiki Watabe and Yasuko Kuramitsu. Kento Yamazaki and Tao Tsutiya play the roles of the main characters, who find themselves in an empty Tokyo, where they are forced to participate in dangerous games, the type and difficulty of which are determined by playing cards. After surviving the first game, the participants receive "visas," which are extended for longer periods as they compete; once the visa expires, the players are executed using red laser beams. The series was announced in July 2019. Filming began in August and ended in December of the same year. It was primarily set in the Shibuya area of Tokyo, and a green screen studio was set up to recreate the popular Shibuya pedestrian crossing and station, where most of the series' events take place. As part of an international collaboration, the Japanese company Digital Frontier worked on visual effects with teams from Singapore, the United States, and India, and the music for the series was composed by Yutaka Yamada, who regularly collaborates with Satou.
