The plane could belong to an officer on the base as well. Our army base here has private planes owned by active duty officers.

At Moontown Airport, a humble grass strip tucked away in Huntsville, Alabama, the local fleet of Cessnas and Pipers suddenly found themselves in some very intimidating company.
Driven off course by a weather system, a pair of UH-60 Black Hawks, outfitted with massive external ferry tanks, decided to drop in and wait out the storm. There’s something uniquely menacing about seeing elite military hardware parked on a lawn; the sleek, bug-eyed Cessnas looked less like airplanes and more like they were cowering in the grass, silently praying the giants wouldn't notice them.

Almost did that myself. Was doing my first longer cross-country from Toronto to Vancouver and back. Setting out I had 7 hours on my license. Flying from Vancouver to Spokane for fuel I was approaching from the southwest when the ATC asked if I had the airport. I replied yes and then he came back saying “please confirm that you have us, about 5 miles past Fairchild.” I’d been lining up on the base. Moved the nose to the right and said “oh, there you are, thank you for that.”

I was airfield management and there are a lot of procedures for when this happens but if it was on accident it’s typically a short investigation and they pay for any resources they used while on the field and their licensees and permits get reviewed by other agencies
