I'm just going to address the elephant in the room. it appears by what you're saying that when she would ask you for a venmo request to make a payment she wasn't making the payment and that's the little bit of a "JAM" she got in. And that's why they are avoiding letting you know what is actually still owed on it because in those two years you made those payments she didn't. I've seen this play out before. sorry it's happening to you. but I would definitely file a lien on the vehicle in your state you have possession of it contact the lien holder directly find out what it is they want so that you can pay it off. It's frankly if she had possession of it they would have repossessioned it by now.

I would have gone the 3rd party route as well to ensure 1) the lien was satisfied and formally paid off and 2) the title would have been sent to your attorney, not the seller and 3) free and clear ownership. This is similar privately selling a house/property in a Lease To Own agreement, which “napkin” or not, is binding. They could have written on their scalps, the format doesn’t negate anything.
