While it can feel like mania, the main differentiating factor of clinical mania is the duration it’s experienced. In BPD the manic-like episodes last hours at a time vs in Bipolar Disorder it lasts days/ weeks, which is the clinical definition of mania. (This is different from experiencing BPD and psychosis which can lead to full blown manic episodes which do last that duration of time.)
