Checked the ingredients. It is makeup, most of the ingredients are very commonly used in makeup, especially foundations, BB creams, primers, and cushion makeup products.

hate to break it to you, anything with pigment is considered makeup and it has usually 12 months of use just like makeup. skincare and regular eye cream have better benefits than a cream with pigment
