As qualified electrician and solar installer, It only applies to on-grid/grid-tied or back up solar systems. As of total off-grid you do not owe anyone explanation you paid your tax the day you purchase it. Give people exact information. You will only pay fee if the person installed is not able to sign COC. Why is this, Installing Grid-tied system your system depend on your supply to work, installing backup still depended on whether the power is off or on for it to function by using changeover switch(this switch depend both on solar/batteries and supply to function). As for total off-grid the installed circuit(wires, plugs,lights and etc) for Eskom/City power is not in anyway connected or communicate with your solar, therefore making it impossible for governments to charge for using sun without depending on them.
