For 14 African nations, France demanded a colonial tax, forcing them to deposit up to 85% of their foreign reserves in the French Treasury just to use the CFA franc. Leaders who refused this extortion, like Sylvanus Olympio of Togo, were assassinated. In the Caribbean, British neo-colonialism took the form of the Commonwealth and the IMF. Through structural adjustment programs, nations were forced to privatize industries and slash public spending, trapping them in endless debt. True independence is never given; it is taken.
