Preheat the oven to 350F. Line 2 baking sheets with parchment paper; set aside. Brown the butter. Add the butter to a saucepan over medium-high heat. Allow to melt and slightly brown, while stirring continuously (~5-8 minutes). Remove from the heat and immediately pour into a large bowl. Set aside and allow it to cool slightly. In a medium bowl whisk together the flour, baking soda, baking powder, and salt. Set aside. Once the brown butter has slightly cooled, add both sugars and whisk until well combined. Add the egg, egg yolks, and vanilla. Whisk until well combined and lighter in color. Then whisk in the heavy cream until combined. Bake at 350F for 12-15 minutes, until lightly golden and the edges are set. Let cool on the baking sheet for 5 minutes before transferring to a wire cooling rack. While the cookies are cooling or once you’re ready to serve, make the hot fudge sauce. In a small or medium saucepan over medium-low heat, melt the butter and chocolate chips, stirring frequently. Once melted, slowly whisk in the half and half (or heavy cream) until combined. Then, whisk in the sugar, cocoa powder, and salt.
