One is a cosmetic and another is a character. One only need to design the outfit while the other not only need to design the character, they also have to come up with a origin, lore, design combat style, elemental skill feature, ult, story quest etc. Making new cosmetic is easy compared to an actual playable character therefore they decided to put more effort into the cosmetic one.
