in multiple European countries fines and all based on income. speeding is x% of your income for every mile over. it really makes people not to want to do it if they know the fine for whatever thing is going to be 20% their yearly income. in a few countries the percentages actually go up even higher over certain income levels because someone making $1mill a year might not care to much about a 5% fine cuase they already have millions they won't feel it in the least.

Fines have always been punishment for the poor. For the rich it's just the cost of doing anything you want. Same with corporations. Fines are just the cost of doing business.

I think the idea is on the right track, except you have to make it a percentage of their income instead it would have to be person to person and it would have to include any and all investments
