💙💛 University College Dublin honours Council of Europe Commissioner for Human Rights Michael O’Flaherty with an honorary Doctorate of Laws for his outstanding contributions to the promotion and protection of human rights. Commissioner O’Flaherty has dedicated his career to advancing human rights across international institutions, academia and public service, and during almost two decades with the United Nations, he has played a pioneering role in integrating human rights into peacekeeping and peace processes. A UCD graduate, Commissioner O’Flaherty obtained a Bachelor of Civil Law degree from the UCD Sutherland School of Law in 1980. He also holds degrees in theology and philosophy from the Pontifical Gregorian University in Rome and a Master of Arts in International Relations from the University of Amsterdam. He is Adjunct Full Professor at UCD and Maynooth University and regularly engages with UCD law students. Since January 2024, he has served as Commissioner for Human Rights of the Council of Europe. UCD is honouring Michael for his persistent and inspiring work to promote and protect human rights, and for his contribution to strengthening human rights protections through international law, policy, research and public service. As a member of the UN Human Rights Committee, he was principal drafter of General Comment 34 on the right to freedom of expression and opinion under the International Covenant on Civil and Political Rights. Adopted in 2011, it has since been extensively relied upon by the Committee, states and national courts. In his current role as Council of Europe Commissioner for Human Rights, Commissioner O’Flaherty continues to advocate for the protection of human rights across Europe, including the importance of diplomacy, human rights and international law in responding to armed conflict and the protection of freedom of expression.
