AB 1963 is a new proposed bill that would require landlords to accept portable tenant screening reports—meaning applicants could buy one report and share it with multiple properties. If they provide one, landlords wouldn’t be able to charge an application fee. It’s still early, but this could impact how landlords verify applicants and manage screening requirements moving forward. Best decision is not to own residential rental units in CA. The State is on a property confiscation program, the Tenants essentially have a Life Estate if the continue to pay rent on time.

I see property management companies and landlords take 50 + applications, charge a fee and then decide none of the applicants meet their requirements and collect thousands of dollars and restart the process all over again. I call bullshit

Honestly, it’s not a bad idea. If you have an applicant who was screened by the system and they turn out to be a significant liability, I would argue that you could now pursue the portable screening group, claiming that they screened this applicant but that they were a terrible applicant. It may end up turning into a better system for landlords in the long run after a few litigations from poor applicants. It could also in time become something that tenants start to consider how they treat the property’s they lease.
