Its a shadow from a raid. Raids are a little different when it’s shadow. It’s a different version of encountering a team Rocket leader/grunt. They are basically Team GO Rocket–style encounters in a raid format So technically it’s an team rocket encounter and not a «raid». So it’s not a 100% catch rate when it’s shadow. It doesn’t matter if it’s shiny.

everyone else is wrong, most likely reason is if you are going too fast pokemon assumes your driving a car and restricts you from catching pokemon
