re: the arrest. If its similar to UK law, you can attach an "order of arrest" to a Non-Harassment/Restraining order. I'd image that's the case here as it's generally the easiest way (in the UK anyway) for police to arrest for stalking and harassment if there's no physical threats (well.. that's what the police told me in my case 🙄)
