Really important to know the written expectations/rules so you can just call this stupid bluff. Example: my department is supposed to have no fewer than 3 people in it at any given time. We routinely have 2 or 1. Therefore I just straight up don't do certain stuff because they're never gonna put in writing that they set me up for failure and expect me to accept punishment for not picking up their negligent slack. Like I might get chewed out, and they might get themselves demoted or fired, so there's not a lot of reward to their risk there.
