Actually this is not true it could be one of 4 reasons number one is the camera's flash reflects off the blood-rich tissue of the retina at the back of your eye or When the room is dim, your pupils widen (dilate) to let in more light, exposing more of the retina or The bright flash fires faster than your iris can react, allowing the intense light to penetrate the eye and bounce straight back to the camera lens or The red color comes from the rich blood supply in the choroid layer supporting the retina
