As long as you put a sign you can film the public as much as you like. That’s the law. Full stop. End of story. The reason for that is that if you don’t reasonably inform the public and something were to happen as another member of public then it’s inadmissible in court. The exception to this is that if there’s a crime you can be compelled to share the video with the police. This is why you’ll find all shops will have signs informing of cctv.
