Tbh in my opinion the difference between these npcs and her was that she was more prevalent in the story until Inazuma, and sorta was the main villain, some of these npcs are in story quests (like Linnea's sister) where their design shouldn't be as important

I get she IS an npc based on the noc definition, but genshin clearly diferenciales two typés of npc, the bosses/fatui and this kinf of characters with a Major role on story quest and the side character npc, the improvement comes with the second type of npc
