try to not reward when he doesn't do it bc when you reward when he doesn't do it then he associate's I get the treat no matter what. but I also have this problem with my dog

Hey, just a tip: when he does go into the bow, you are not marking (like with the “good” or even a “yes”) quick enough so that is why he hasn’t been able to phase out the stick (or eventually would be your arm).

id probably keep using the stick and cue “bow” wait .5 seconds then lure him into it. Then he’ll associate the word with the action instead of looking at your hand and following it

I place a hand under their tummy so when they bow they can’t just lay down because your holding them up,reward and remove hand at the same time

So what you can do is don’t put your hand under him no more and every time he doesn’t do it don’t give him a treat for not doing it because he knows what the word means. He just doesn’t understand because you keep giving him a treat when he doesn’t do it so he’s getting rewarded for not doing it.
