so from a retail perspective, stores like Walmart and Target typically fulfill their orders from local store merch. unless they have a full unopened case in the back that they can simply slap a label on, you're getting the individual noodles from the already opened boxes on the floor. so this is their best way to fulfill the order rather than send you a poorly wrapped up half empty box.
