They make thin drywall. I would simply cover it with new drywall.

Sounds like latex painted ceiling, painter told me hot water and vinegar spray, let sit and scrape.

as an ex-drywaller married to a drywaller you need to spray it with lots of water wait like 10 minutes then scrap.
