He represents the GCPD’s relationship with Batman. At the beginning, he didn’t let Batman into the crime scene and called him a freak, similar to what others thought of him. But throughout the movie, we can see his relationship with Batman improve to the point that he was completely fine with him being in Riddlers apartment and helping Batman find out riddlers true plan. We can also see how much the GCPD respects him at the end, how Martinez respects him.
