Well you left out a few things, if you have a $5000 limit and you spend $2500…as long as you pay $2250 before your statement closing date which leaves you with $250 left to pay on your payment due date which is 5%. You should be fine, your statement closing date is what gets reported to the credit bureaus. So if you pay the $2250 before the closing date and they see that you’ve only used 5% of your total limit ($250) after paying the $2250. You will be fine.

what doesn't it make sense to me, I had a bill of $1,200 for house repairs and I paid the full balance off on time and my credit score still went down can you please explain that?

Not totally true. The safety net zone is 30%. If you use less then 30% of your credit, your score won’t necessarily go down, but it won’t go up. If you want your score to go up mostly every time, use 10% or less overall of credit. Don’t stress yourself the credit gods know why you need credit. I just had my line of credit report a 14% utility and my score just went up 46 points. My other credit cards report a 5% or less. But some months you need more money for emergencies ect. If you go up to 30% in 1 month that’s ok. As long as it’s paid back down to 10% or less within the next 1-2 reporting cycles you will be fine.
