Imagine if they had kept the F-14 receiving the same updates and variants like those the F-16 and F-15 got. Naval aviation lost a lot of power after the F-14 retired, the F-18 Super Hornet and F-35C don’t completely fill the gap left by the Tomcat

Dick Cheney had a lot to do with the Tomcat's demise. The newer F-14D was to replace the problematic F-14A variant. Cheney did the F-14 dirty. The A-12 fiasco didn't help either.

From what I've read, Tomcat was overrated because of the romanticizing of it in Top Gun. Engines were initially underpowered on early models and too far apart. It was heavy, and could not maintain energy in a dogfight because it was really an interceptor for carrier defense.

Then upgrade the Avionics. Whatever it takes to keep it under budget and bring it back. There’s no excuse with the amount of money the Navy spends in a single year not to bring it back.
