Meta agreed to pay up to $17.1 billion over claims it designed Instagram and Facebook to hook teenagers. It's one of the biggest legal hits Big Tech has ever taken. On August 26, a bipartisan coalition of 51 attorneys general settled with Meta in the middle of a federal trial in Oakland. The states argued Meta built its apps to keep kids scrolling, hid what it knew about the harm, and collected data from children under 13. Meta didn't admit wrongdoing, but it agreed to pay and to change how its apps work for teens. The new teen defaults: Two hours a day combined on Instagram and Facebook No access from midnight to 6 a.m. No push notifications during school hours Meta has to pay at least $12.1 billion over 10 years. Another $5 billion kicks in if TikTok, YouTube, and Snapchat agree to similar terms. That money can go toward the 988 Suicide & Crisis Lifeline, youth mental health programs, and phone-free schools. Florida and New Mexico didn't join, and Texas cut its own deal the same day worth more than $1 billion. New Mexico is still taking Meta to trial and has said it will seek up to $62.85 billion in penalties. From a money standpoint, Meta will survive this easily. The settlement equals about 1% of the company's market value, and the guaranteed payments work out to roughly $1.2 billion a year. The bigger threat to Meta is the precedent. That $5 billion contingency gives every other platform a reason to adopt the same rules, which could put screen time caps and overnight shutoffs across the entire industry. These companies made billions by keeping young people on their apps as long as possible. For the first time, there's a price tag attached to that strategy, and a set of rules that could spread to every app on your kid's phone. I've watched what these platforms do to teenagers, and no settlement check undoes that. But two hours a day and a phone that goes quiet at midnight is a better default than anything most families have managed to enforce on their own.
