Speaking and listening are skills that can't be improved by learning English grammar or reading so if someone wants to improve their speaking they need to speak a lot the same is true about listening they need to watch or listen podcasts to improve their ability to understand.

I totally agree. It’s exactly the same for me. I can understand about 95% of Spanish (probably because Portuguese is my native language), but I can’t really speak it. I understand almost everything, but reproducing what I hear is a completely different story. 😅

What used to happen to me was that I tried to translate the words before speaking out. That was causing a delay and I wasn't able to be fluent.
As soon I fixed that the improvement was huge.
