It’s not the same as dropping out. In Japan, elementary and junior high school are compulsory and free, so poverty usually isn’t the reason. It refers to students who stop attending school due to emotional or psychological reasons. They still remain enrolled and receive support from the school, such as separate classrooms or only joining club activities.
