Central to this vision is his support for programmes that directly contribute to the National Development Strategy 2 (NDS2) and the Rural Development 5.0 framework, both of which emphasize value addition, environmental sustainability, and community-driven economic growth. A notable example is the 2 million grafting programme at Guhwa, which stands as a strategic intervention in land rehabilitation and climate resilience. This initiative promotes large-scale fruit tree production and orchard establishment, contributing significantly to carbon emission reduction, restoration of degraded land, and improved biodiversity. By encouraging sustainable land use practices, the programme enhances soil health while creating long-term income opportunities for communities through fruit production and agro-based value chains. Importantly, the fruit tree programme also aligns with Her Excellency Dr Auxillia Mnangagwa’s vision of improving household nutrition and food security. By promoting the availability of diverse, nutrient-rich fruits at household level, the initiative supports better dietary practices, combats malnutrition, and strengthens community health outcomes. It empowers families—particularly women—to play a central role in household nutrition while also generating income from surplus production. In his capacity as Chairperson of the Parliamentary Portfolio Committee on Mines and Mining Development, Honourable Matangira’s support for such environmental and agricultural initiatives also speaks directly to responsible mining practices. Land degradation remains a key challenge in mining communities, and programmes like the Guhwa grafting initiative demonstrate a forward-thinking approach to land reclamation and environmental stewardship. This alignment between mining oversight and environmental sustainability reinforces the importance of restoring mined land for agricultural use, reducing ecological damage, and ensuring that natural resources contribute to long-term community development rather than short-term exploitation. Beyond environmental impact, the programme strengthens community development by creating employment, improving food security, and supporting rural industrialization.
