This happened to me and it was the new plaster being too close to the ground it causes a bridge and draws up moisture from under the floor. I had a damp specialist out as thought it was rising damp and he suggested taking the plaster away and creating a gap of a few inches between the wall and the floor (you wont see it when your skirting goes on!) after a few weeks it totally dried up x

if there where old outhouse original not attached to house when build from new back in day the floor with be thin my not have damp membrane in concrete so stop raise damp I would make sure all plaster board has inch gap. not touch floor I then would buy liquid mix DPM black cover hole floor with it to seal it then add self level screed over top should be good to go then 👍

Hopefully it’s a easy fix more than likely rising damp but that drip 💧 probably isn’t help the case might have to dig up some of the floor and re concrete

Damp proofer here u need to get it drilled snd inject for a damp course then as its an outside all naturally I’d slurry tank it All from top to bottom I’d also it to to seal the gaps all around the room wall to floor
