So that is oxidized nickel plating known as verdigris. It’ll polish off with nickel polishing compound (the green stuff) and a buffing wheel

That’s verdigris from the copper content in the nickel silver keys student instruments are usually made from.

Nickel silver is an alloy that contains nickel zinc an copper. Copper oxidizes green. Just look at copper pipes that are aged. Overhall the instrument so that keys will get washed and buffed and in the end you still will have a student instrument so don't pay too much lol

When I started playing, I also had it on my instrument. My clarinet was sitting in a basement for years before I received it. I took it to the repair shop and they were able to get it off and give me fresh pads etc.

It’s probably oxidation which is an early sign of rust but can also build up without ever turning to rust
