yes it is considered holed, because after the loose impediment is removed the ball cannot be replaced in its original spot. The R&A actually ruled on this exact situation a while ago (technically an older rule book)
“It is a very rare situation, but The R&A received a similar question 30 years ago. The answer given, which we would still apply, was as follows: On the putting green, if the player’s removal of a loose impediment causes the ball to move, the ball is replaced without penalty. As replacement of the ball would be impossible in this case, in equity (Rule 1-4), the ball is considered to be holed with the previous stroke.”

There’s a ruling for this. Mark it, remove the flag stick, replace the ball. If it falls in, it’s holed.

You can mark your ball lift it then you can remove the obstacle. Replace ball to its original spot if it drops it’s in. Look up the PGA rules before you comment or argue differently.

Sorry. It’s not holed. It’s just a birdie assuming you will follow the rules: place a ball marker at the lip of the cup, remove the twig, place the ball at the marker and putt it in. If you remove the twig without placing a marker at the lip and the ball moves, you incur a stroke penalty - then you’ll end up with a par. (Rule 13.3a)
