There is one GIANT mistake I'd fix, I would NEVER cast out Barristan Selmy. at most I'd make an EXCEPTION and order him to marry and have a son so that he cam train a new competent generation of kingsguard. He'll you could have him train a whole new guard force completely loyal to you but separate from the official kingsguard. if the kingsguard are your shields then these new ones become your swords.

The main problem I see with is reshuffling river lands castles cause I don’t think any of those houses would be happy or want to go along with it. The freys built the twins from nothing and the werewood tree in raven tree hall is extremely important to the blackwoods. I also don’t think a king can just strip houses of their castles and reshuffle them around like how you described
