Gun charges are often the first charges negotiated away in plea deals. A large number never fully make it through prosecution, especially when prosecutors focus on securing convictions on other counts instead. Adding more laws does not really accomplish much if the laws already on the books are not consistently enforced. A major issue is that plea deals and dropped charges happen constantly, but there is not a clean national system tracking how often specific charges, especially gun-related charges, are reduced or dismissed. A lot of the data is fragmented across local courts, prosecutors’ offices, and states. That makes it difficult to even measure how often enforcement is actually happening, particularly in high-crime areas where caseloads are overwhelming and plea bargaining is common.
