If you go really slow with the vacuum it will pick up more and not stir up the bottom nearly as much. I mean it’s painful to go that slow but you need to avoiding stirring as much as possible.

Are the chemicals your using cheap ? Shocking and flock one day and vac to waste the next and should be clear. Either chemical are cheap and not enough in them or your not using enough

time put some "socks" on your filter baskets. vacuum slowly barely moving it. yes painful the more you stir up the bottom the lower it will take to clear. not sure why you are vacuuming to waste?
