He’s fishing for something else , definitely criminally profiling, when I was a cop, we did the same thing. Is it wrong sure. But three out of four times dude had drugs on them. Yes. The way you present yourself and look you can easily get pulled over and they find any small excuse to do it.

In El Monte, you cannot ride a bicycle on the sidewalk in business districts (per Municipal Code 10.28.030). In other areas, sidewalk riding is generally permitted, but you must yield to pedestrians.
