New Orleans tour guide here. Several years back, the city took down four confederate statues including this one and at first put them in storage. Eventually this monument was relocated to the location where the bulk of that battle between the police and The White League took place. The plaque actually covered up the far more openly racist text on the original statue with less obvious racism.
