Try the Happy Nappy for the babies as their swim diapers. My son’s swim school requires the Happy Nappy for kids under 4 and they do not allow a disposable swim diaper. One time when I took my son swimming when he was still in diapers, in his happy nappy, I didn’t even know he pooped in it until we went to the bathroom. I checked it while we were in the bathroom and it looked like diarrhea and it never got in the pool. I don’t know how well it works for pee but the disposal swim diapers don’t work very well with pee.
