after a seizure you have what's called post-ictal phase. not saying this is what's happening or not. during this phase people can be very confused and that can lead to fear especially when someone you don't know is giving you commands and that can lead to reacting with self defense of some kind. However since the police are thinking it's a medical emergency why did they not call an ambulance? wait for EMTs to evaluate the person BEFORE making them stand up!?

Police use "medical emergency" to open the door then immediately go to "intoxicated" as soon as the door is opened. The police are not helping. The car was parked and not running.

I have no clue if she was actually drunk or not, but some seizure disorders can cause cognitive issues before and after the episode. I have a kind of migraine that causes me to have "lowered consciousness" and I also get odd after, though not as bad as some people
